Registration of foreign residents (Gaikokujin Toroku)
(Apply at ward offices)
A Certificate of Alien Registration serves as confirmation
of your identity, your address and your personal status. Every foreign
resident(diplomats excepted)is required to apply for a Certificate
of Alien Registration at the ward office.If the applicant is under
the age of 16 or incapable of registering in person due to illness
or disabillity, any of the following persons in the same house must
represent and register for the applicant(listed in order of preference)
1)the applicant's spouse, 2)a child of the applicant aged 16 or
over, 3)a parent of the applicant, 4)any other relative, or 5)any
other person living with the applicant.A foreign resident aged 16
or over must carry a Certificate of Alien Registration at all times.
Any changes in the address or registered information must be reported
to the resident registration section of the relevant ward office
(foreign resident registration section in Ikuno Ward) in person
or by attorney, as follows:
Alien registration is required on the following occasions:
When you enter Japan
Application must be made: Within 90 days from arrival
Requisites: Passport or resident status certificate; two photos
(4.5 cm long x 3.5 cm wide and of the same negative; not necessary
for children under 16)
When a child is born
Application must be made: Within 60 days from birth
Requisites: Document proving the birth (e.g. maternity passbook,
proof of birth registration, etc.)
When you change your address
Application must be made: Within 14 days from the move
Requisites: Alien registration card
When there are changes in information other than the address
Changes in name, nationality, occupation, resident status, resident
period, name and/or location of work place
Application must be made: Within 14 days from the change
Requisites >Alien registration card, document proving the change
As for changes in name or nationality, two photos (4.5 cm long x
3.5 cm wide and of the same negative; not necessary for children
under 16)
* When your status is permanent resident or special permanent resident,
you do not need to register changes in occupation or name/location
of work place.
Changes in passport number, issue date of passport, address or location
in home country, name of head of household, relationship with head
of household
Application must be made: Before the first application for other
services related to alien registration
Requisites: Alien registration card; document proving the change
Renewal of alien registration card (not necessary for children under
16)
Application must be made: Within 30 days from the fifth birthday
from the new registration or last confirmation (Seventh birthday
for permanent or special permanent residents)
Requisites: Alien registration card, passport, two photos (4.5 cm
long x 3.5 cm wide and of the same negative)
When your alien registration card is lost or damaged
Application must be made: Within 14 days from the discovery of the
loss or damage
Requisites: Passport, document proving the loss/damage, two photos
(4.5 cm long x 3.5 cm wide and of the same negative; not necessary
for children under 16)
When returning the alien registration card
Return your alien registration card in the following cases:
E When you leave Japan.
Return the card to an immigration officer upon leaving, unless you
have permission for reentry.
E When you acquire a Japanese nationality or in case of death:
Return the card within 14 days at the resident registration section
of the relevant ward office (foreign resident registration section
in Ikuno Ward).
When you apply for a certificate of registered matters
When a certificate of registered matters is required, application
must be made by the person or the person's relative (living together).
For application by an attorney, attach a power of attorney as well.
Certificates for matters other than those currently registered may
only be available at the ward of registration.
